A PS&E package is what an agency takes to bid: construction plans, technical specifications, and an engineer’s estimate that all agree with one another. We develop complete PS&E packages for public infrastructure projects, with deliverables that meet agency formatting and content requirements. We are familiar with ODOT, PBOT, and local agency PS&E standards and templates.

What We Deliver

  • Construction plan sets carried through the agency’s review milestones, such as 30%, 60%, and 95% submittals, to final signed plans, including Mylar sets where the agency still requires them.
  • Technical specifications written to the agency’s standards and templates.
  • Quantity estimates and engineer’s estimates based on the designed quantities, so the bid items match the plans.
  • Supporting deliverables such as base maps, traffic control plans, and project staking notes.

Typical Projects

  • Front Ave-Naito Parkway LID Project, PBOT. Working as a subconsultant to Kittelson & Associates, we submitted PS&E at 30%, 60%, and 95%, and the final Mylar plans were signed for PBOT.
  • Wintercreek Road Reconstruction Project, Marion County. 75% plans, final signed plans, and project staking notes.
  • Traffic Signal Interconnect Project, Marion County. Base map, base plans, and traffic control plans.

From Start to Finish

Robert Rippee, PE has developed PS&E from project start through final delivery, and has filled the engineer-of-record, CAD lead, project management, and field inspection roles on a single job. That continuity means the specifications and estimate are prepared by someone who knows how the plans will actually be built.
